Scholar places Agran behind mailer; Irvine councilman denies report that he authored Hometown Voter Guide.

Irvine City Councilman Larry Agran for years ghost-authored a political mailer targeting his enemies and trumpeting his causes, according to a political science professor who co-wrote the mailer and who has been interviewed by a grand jury.

The assertions by UC Irvine professor Mark Petracca raise questions about the extent of Agran's involvement with the mailer. At least 25 editions of the Hometown Voter Guide have blanketed Irvine since 2000.

Agran denied submitting text about foes but said he bought space and suggested copy for his own campaign.

"Mark Petracca is completely ignorant about how a slate mailer operates," Agran said.

Petracca acknowledged being interviewed by the grand jury but declined to discuss what he said.

But in an e-mail to a council member, Petracca stated that Agran guided the mailer, extolling his allies and torpedoing his enemies.

A copy of the e-mail was obtained by the Register and authenticated Friday by Petracca.

``When putting together the HTVG mailers on (Councilman) Dave Christensen in 2000 and on (Christina Shea) in 2002 -- which I wrote most of or edited after some text was written ... Larry was the person I dealt with directly on this,'' Petracca wrote, referring to Agran's past and present foes on the council. ``Larry and I spent hours on the phone talking about it and going over language.''

Officially, the mailer was put out by Agran ally Ed Dornan, but Petracca said Dornan was merely the fundraiser.

``Larry and I wrote the text,'' he said.

Petracca said he went to the grand jury because of ``things going on at City Hall that are, if not illegal, unethical.''
